technology? good evening, i'm ann notarangelo. tomorrow morning jerry brown will be sworn in for his third term as governor. this might be his toughest term yet. he says education and public safety are his priorities. but as don knapp reports he will have to focus on the economy. >> reporter: rain dreary sacramento offered barely a glimpse of tomorrow's inauguration. the 11:00 a.m. ceremony at sacramento's memorial auditorium promises to be as austere as the weather. a free people's party is planned for the capitol lawn featuring hot dogs, chips and water. it is appropriate for jerry brown's return to sacramento. the deficit is twice the size of the entire state budget in brown's final year as governor in 1983. >> i haven't been here for 28 years but i'm going to do everything i can to make it better.

>> jerry is coming in in the unook position. he has always been viewed as being on the cheap side, use been viewed as being really tough with the money. he doesn't do anything except lay blame in terms of spending. >> reporter: willie brown says he expects governor brown will get the state out of debt in just three years. there is a long list of problems to solve. brown will likely avoid speaking about taxes in his inaugural address but a con cost times article reports he will later ask voters to extend income taxes that are set to expire october 1st. >> you can fix the problem one of two ways. raise taxes, make cuts or third option do a blend of both. look for him to release his budget proposal but i will tell you what a little bird told me was that he plans to unveil a

commuted life sentences. he commuted the sentence of the son of former assembly speaker nuez. he killed a man near san diego state in 2008. the sentence was reduced. the governor called both punishments excessive. june quan tomorrow becomes the first woman and first asian american mayor. linda yee was there. >> reporter: she calls herself a mayor of the people. mayor-elect jean quan invited her supporters and oakland residents to help her celebrate. there is a lot of confidence here tonight. >> she has really work with our neighborhood working on joe quin on the community >> it is no accident the entertainment is by oakland school band. quan entered politics in 1989

to save arts and music programs in her children's school. that is not lost on them. >> i hope she would give more money to music programs because i think it is really important to express yourself. >> reporter: after the last inaugural party the mayor-elect says she will get to work and her first order of business, the first police lineup tuesday morning. >> officers were serving the city. we will talk about public safety. >> reporter: violence is down but after a weekend of shooting she knows there are challenges ahead. >> what can you do hathat other mayors before you couldn't do in the last 10 years? >> it is a different time, different place and i think when you involve people different things happen. i don't think a mayor, one person does it. i think when we are moving together you do. and so i know that from the work i've already done. >> reporter: quan is bringing her activism roots into city hall convinced she can get thousands of volunteers to help make real changes in the city.

>> she will be able to accomplish a lot. >> there are two answers to the question. yes and hell, yes. >> reporter: that is optimism. in oakland, linda yee, cbs5. >> other swearing in ceremonies tomorrow include carrmela harris as state attorney general, state superintendent of public instruction and dave jones as insurance commissioner. now, san francisco mayor gavin newsom is postponing his swearing in as lieutenant- governor until after the newly elected board of supervisors picks his replacement. checking other bay area headlines a storage facilities in martinez has been hit by a suspected arsonist and a motor home was destroyed. security cameras shows someone with what appears to be a gas can just before it burst into flames. the same person is suspected of wrecking a window on a travel trailer parked nearby. concord police are looking for a man spotted walking an a busy intersection naked. witnesses say he was wearing

only tennis shoes and appeared to be drunk. he is the second naked person recently seen around the city. and the recent rainfall has more than filled seven bay area reservoirs beyond 100% capacity. this is only the third time in 20 years that that's happened in december. it also means that at some point summer water restriction in marin are unlikely. some are just getting back to the bay area with stories on travel nightmares. a story on how some people had to get creative to get home. >> reporter: find a flight coming from the east coast and you'll find passengers with stories to tell. >> a lot of layovers. a lot of time. >> it was a lot of waiting. a lot of waiting. >> reporter: there are some of the passengers we found on video of airports snowed in at the end of last year. >> i'm exhausted i'm hungry but

excited to be here. >> reporter: j touched down at s.f.o. after he was stranded in dublin. >> i was thinking i've got to cull my recruiter an tell him i can't start. >> reporter: he was due to start a new job in mountainview on tuesday but the airline said he would have to stay until january 13th. >> i had to pretend i was deaf and go on the disabled line and type to them. that's the only way i could get through to a representative. >> reporter: they got him to new york on friday. until today that's where he lived. >> i had one day to pack everybody, move here, start my new job on tuesday. >> reporter: this family is getting home from a trip to grandma birthday party in new york which they barely made. >> we flew to l.a.x. then philadelphia then they got in a car and they drove from philadelphia to new york and they got there at 2:00 a.m. two days later. >> reporter: only adding to the airport drama a number of flights are delayed or canceled here at s.f.o today because of the wet weather up and down the state.

>> 69 is down. i repeat 69 is down. >> reporter: the gun battle was between a man inside this trailer and law enforcement officials. >> right now i've got a silver trailer with a male with a shotgun in it. she is down in front of that trailer. >> reporter: the deputy was shot to death. another police officer was injured and rushed to a waiting ambulance. the suspect identified as michael ferryman was also killed. the 40-year-old deputy was shot while photographing a footprint in the mobile home park in eon beach. she responded to a call of shots fired in the area. >> reporter: after hopper was shot police tried to convince the suspect to surrender but he opened fire. >> we heardit through the trailer. shot gun. hit my front door. busted out my back window and my wife and i got cut from the

glass. >> she is being escorted by lieutenant witt and lieutenant lucas. >> reporter: hopper was wearing a bullet proof vest but wasn't enough to protect her from the deadly bullet. sandra hughes. the main corridor between northern and southern california was closed around 1:00 p.m. today because of blowing snow and ice. some vehicles are still stranded. others are being detoured even escorted by police around the higher terrain. the bad weather is expected to continue until tomorrow. >> meteorologist lawrence carr has the pinpoints forecast. >> skies beginning to part around the bay area. clouds lingering outside right now. rainfall coming to an end. the storm system really sags down into southern california bringing a lot of showers to

the bay area today. some picking upwards of half an inch of rain. looks like most of this will move on out of town. we will start to dry things out in the bay area and looking pretty good headed into tomorrow. partly cloudy skies. temperatures on the cool side but will be warmer than it has been. a lot of highs only in the 40s tomorrow and you'll see lots of those temperatures shooting up into the 50s. dryer weather it looks like around here. across the state you'll still find showers possibly into fresno in the morning hours especially and into monterey and that will mainly come in the morning as well but i think things drying out there in toward the afternoon, high country maybe a couple leftover snowflakes on monday but otherwise we are looking good as we head into tuesday and wednesday. i know a lot of folks like to sneak up there and enjoy the fresh snow and you'll have tons of it as we look toward the weekend some pretty good conditions. make sure you pack warm clothes. temperatures for highs only in the 30s and overnight lows in the single digits. system driving to the south bringing the showers to california today and making its way into southern california.

high pressure behind me. you've got this low right here sliding in. showers coming to an end tonight. and then looks like as we head in toward the next few days probably the dryest stretch we have seen in some time as it looks like high pressure will sneak in here. not a real strong ridge but enough to bounce that jet stream to the north keeping us dry for a few days. heading through the night tonight i think we will keep things mainly dry out there. couple showers trying to flirt with the coastline outside. but otherwise we are looking pretty good. the skies parting. commute looking great. just partly cloudy skies. doesn't look like it will be wet. got a pretty good day coming our way. numbers looking like this. warmer temperatures in toward the santa clara valley. 55 in morgan hill. 55 in san jose. still a little bit cool in spots specially if you head toward the east bay but warmer than it has been. 51 in danville. 53 in livermore and concord. temperatures warming up into the 50s just about everywhere you go around.

all of the circuittry and chips is etched into beds of silicon. >> there is hardly a person that doesn't have a silicon chip in their pocket. >> reporter: it is still home to the titans of the industry and smaller cutting edge companies but the nature of the business has changed. e silicon contracts all of its manufacturing to a company in taiwan but all of the research and design work is still done here. >> we might be the silicon innovation valley these days as opposed to just silicon valley. >> reporter: intel says it is investing 6 to $8 billion in u.s. manufacturing facilities but the company says its dollars go farther in other states. >> real estate prices here are very, very high and so there are very few tax incentives or incentives from government to try to encourage more investment in actual manufacturing. there is lots of r&d and good incentives for r&d.

>> reporter: even the silicon valley manufacturing group changed its name to silicon valley leadership group but they said it isn't dead in the valley it has a ray of hope. >> there is an abundans in silicon valley but rather than being solely in companies that we usually associate silicon, a semiconductor it is an ingredient in solar energy. >> reporter: they are using silicon's properties to products the world is waiting for. the switch is on from silicon valley to solar valley. another method of mass transit raises its fares. what it will cost to ride the golden gate ferry and how to avoid the increase for now. one of san francisco's landmarks is moth balled at least temporarily. what is causing the shut down

you can see them packing up christmas in the park. the san jose attraction has been a big holiday draw for more than 30 years. but it is now showing signs of age and budget troubles are jeopardizing its future. organizers are hoping private donations will keep it alive for next year. another bay area transit system will cost you more for tomorrow's commute. the golden gate ferries between marin county and san francisco will charge 10% more if you use a clipper card. cash fares will remain the same for now but could increase as well by summer. >> it makes me wonder why it is going up. it makes me wonder if their expenses have gone up or if they are just raising it because it is convenient because everybody else is raising their prices. >> i was surprised how much the tickets were today but i don't do it very often so if i have visitors here i'll still pay the price. >> the transtransit board compromised after riders
